Performance Evaluation Report

4. Further, in terms of para 2.37(b) & 2.42 of AGPE-2004, Ministries / Divisions / Provincial Governments are required to forward lists, in the first week of April every year, in respect of officers borne on their strength:

(i). whose PERs for the preceding year have been completed and forwarded to the Establishment Division.
(ii). lists of defaulters alongwith reasons for pending / awaited PERs.

3. All Ministries / Divisions and Provincial Governments are, therefore, once again requested to forward the PERs, duly completed in all respects, to this Division in terms of paras 2.37 & 2.38 of AGPE-2004 according to the laid down schedule reproduced below: -



The undersigned is directed to say that Performance Evaluation Reports (PERs) of officers are of great importance for their career advancement. Establishment Division is maintaing PERs Dossier and Individual Career Planning (ICP) Charts in respect of officers belonging to the occupational groups controlled by it. I.C.P Charts are frequently required in cases submitted to higher authorities for transfers, promotions, training courses. Unfortunately the C.R. Dossiers and I.C.P Charts of many officers remain incomplete as their PERs have either not been initiated or countersigned or forwarded by the concerned Ministries / Divisions / Departments to Establishment Division despite repeated instructions / directions issued on the subject from time to time.
2. Attention is invited to this Division’s O.M. No. 3/8/2005-CP-II, dated 26th July, 2008 wherein it was informed that the Prime Minister, while approving recommendations of Central Selection Board (CSB), took a serious view of incomplete C.R. Dossier / PERs of officers, and desired to fix responsibility for such lapses. Moreover, the Senate Standing Committee, in its meeting held on 2nd April 2008 also underlined the need to devise a strategy making it compulsory for senior officers to write the ACRs on their subordinate officers within stipulated timeframe failing which disciplinary action be initiated against them.
